The mission of Women and Children’s Horizons is to provide support, shelter, education, training, and healing services to victims of sexual and domestic abuse, their families, and the community.

Women and Children’s Horizons was incorporated in 1976 and is the oldest incorporated shelter and services provider for victims of domestic violence and sexual assault in Wisconsin. The agency is also one of the first in the United States, having started before the enactment of the federal Violence Against Women Act in 1977, and at the advent of the Women’s Rights Movement of the 1970s.


Today, the agency has grown to include an emergency shelter, a 24 hour crisis line, Nifty Thrifty, and four advocacy offices – one at the court house, one at the DA’s office, one in Kenosha, and in Salem.


Services provided at the Salem office are free and confidential to any and all western county victims of domestic and sexual abuse. We offer virtual or in person appointments, as well as walk ins if our schedule allows. Donations such as baby items, clothing, unused toiletries, and small house hold items are accepted at our office as well. We are located at 8607 Antioch Rd, Unit 7, Salem, WI 53168 with regular office hours Monday – Friday from 8:30am – 4:30pm. Our services include:
